Yes if you must: - Run defined programmes or events (e.g. workshops, research, construction) - Provide tangible items (e.g. equipment, materials) No if the grant is fully unrestricted and only needs basic reporting (e.g. core running costs).

Look for terms like "in consideration for," "in exchange for," "payment for services," etc. - "in return for the services..." - "as consideration for..." - "payment for the provision of..." - "subject to delivery of..."

Yes if payment depends on hitting targets: - "serve 100 clients" - "achieve X% outcome" - "milestone payment" No if it's only standard reporting (e.g. quarterly updates).
